Request for Proposals
Environmental Services
Summary:
The Massachusetts Broadband Institute (“MBI”), a non-divisible component of the Massachusetts Technology Collaborative (“MTC”), is issuing this request for proposals (No. 2011-MBI-07) (“RFP”) to solicit responses from firms with expertise in environmental consulting and permitting services to assist with the construction of the MBI’s proposed 1,300 plus mile "middle mile" network in western and north central Massachusetts that will be built with over $70 million of public funds. A portion of these public funds are from an award the MBI received in June 2010 from the National Telecommunications and Infrastructure Administration (“NTIA”) under the American Recovery and Reinvestment Act (“ARRA”). This RFP presents an exciting opportunity for a contractor to provide environmental consulting services that will assist the MBI in obtaining construction permits immediately following the issuance of a “Finding of No Significant Impact” (“FONSI”) for the Project by the NTIA.
Respondents to this RFP will be competing against each other for selection to provide the Environmental Services. The submissions of all Respondent firms shall be compared and evaluated pursuant to the evaluation criteria set forth in this RFP, and a single Respondent shall be selected.
